In a significant development for state governance, Katsina State Governor, Dikko Radda, officially inaugurated two new commissioners into the State Executive Council on Thursday. The appointments of Sani Ali-Ahmad and Mannir Sullubawa follow their confirmation by the Katsina State House of Assembly, marking a strategic expansion of the governor's administrative team.
Sani Ali-Ahmad, appointed from the Daura Senatorial District, brings considerable political experience to the role. As the immediate past state chairman of the All Progressives Congress (APC), his insights are expected to enhance policy alignment between the party and the state government's executive functions.
His counterpart, Mannir Sullubawa of the Katsina Senatorial District, offers a strong technical background. His prior role as Director-General of the Katsina State Erosion and Watershed Management Agency (KEWMA) positions him to address critical environmental and infrastructural challenges within the state, a key concern for local development.
National Policy Parallel: The Decarbonisation Push
Simultaneously, at the federal level, the House of Representatives is making substantive progress on environmental legislation. Rep. Sesi Whingan, Chairman of the House Committee on Mandatory National Decarbonisation, confirmed that the legislature is actively considering a bill to establish a comprehensive legal framework for Nigeria's national decarbonisation programme.
This legislative action follows a stakeholders' technical roundtable in Abuja, signaling a concerted effort to formalize Nigeria's commitment to climate action and a low-carbon economy. The move highlights the multi-tiered nature of Nigerian governance, where state-level administrative changes and national policy-making can occur in parallel, each addressing different facets of the country's development and future.
